*Story*

It's 2003 and there is no other crime infested and politically corrupt city in the nation like Jewel City.  Jewel City is a haven for all sorts of gangs and thugs in it's poverty struck ghettos and lower class neighborhoods.  All sorts of mafia ranging from the Russians to the Italians control parts of Jewel in it's more middle and upper class neighborhoods.  The Jewel City Police Department is ridden with "Bad" cops that frequently take huge bribes from rivaling mafia leaders and consider protecting and serving the law abiding citizens, secondary to their own needs.  Even on the political level, politicians have secret alliances with various maffia families and always carry out favors using the JCPD and it's S.W.A.T. forces.  If it couldn't possibly get any worse...military commanders working in the nearby Jewel City military base, are also jumping in to serve those who are willing to pay highly for any military services...or equipment!

Jewel city is truely a shimmering jewel to the crime world that exists within it's infrastructure...  As many men try to claim a nice slice of this city of true opportunity...it can't be helped if such men want to be the very one who gets to control it all.  Will you be that person who gets to run and prosper off of Jewel City?  That choice will be up to you...


*Gameplay*

Though this game is mainly based on Grand Theft Auto IV:  Vice City...I don't intend to make a cheap copy of this game.  

You assume the role of a man who is moving to Jewel to seek employment after getting fired from a low end paying job.  He grew up on the streets and does have street "smarts".  He knows how to hot wire cars thanks to his older brother back in the day, and knows how to work his way into groups of people such as gangs and such.  Having spent his teenage life in and out of juvy and spending some time in jail for minor crimes...he wants to stay clear of the criminal influences that surround this new city.  However his honest goal won't last long since crime is the norm in Jewel City and even with a simple job...some gang or mafia family is bound to have it's influence somewhere in it.

Our main character will have the opportunity to earn some extra cash through petty crime and with the JCPD not living up to it's intended purpose...our main character gets sucked into the crime world surrounding Jewel city.  It is here that you can decide upon his fate and the fate of the city.  Though it will be a challenge...you can be the one who gets to control it all in Jewel...or own enough to live like a made man.  It's all up to you.

In the game, once you are working with or in a gang or mafia family...you can use rivalries to your advantage.  You can bring weak gangs or mafia families to the top or ally yourself with the strongest gangs or mafia families and lead them to topple their competition.  You can even try to establish alliances to gain a worthy force against much more powerful enemies in the City.

Your control doesn't end with gangs and mafia families.  You can expand your influence towards the police department of Jewel and even in it's political figures!  With this, you can pursuade your political friends to assign new equipment for the police department and whatever you want them to have, YOU CAN HAVE IT...as long as you have the money for it!  Whether it be issuing AK-47's or AN-94's to equipping the police with military Hummers or fancy sports cars, you can choose to give them whatever you want!  Lastly, you can control the military of Jewel which could unlock so many possibilities if you wish to start a gang or mafia war!  Unlike with the police, the military can't be assigned weaponry that you want due to the suspicion that it would arouse in the Capital.  Through influence in the police force and military, you can either steal or openly gain access to vehicles which could otherwise get you killed over.  You can supply your gangs or mafia family with military or police weapons or both!  Your not limited believe me!  Also with the control of the military and/or police...you can now gain access to training on the different weapons categories from the police and/or military to help improve your weapon's handling (accuracy), reloading speed, and aiming!

Almost anything and everything that you could imagine doing...can be done in this game...including what you could do in Grand Theft Auto IV:  Vice City and MORE!  However unlike Vice City...cars must be started first before you can drive off, and this may require hot wiring or just turning the keys in the ignition.  The cars won't run constantly once you have them unlike Vice City.  Also in terms of car damage...this game will push the envelope with such graphics!

Combining the damage results of the Driver games, The Getaway, and Grand Theft Auto III and IV, you should expect to see your car chasis crunching and buckling during severe collisions, the windows breaking, and obvious frontal, side, and rear damage.  Grand Theft auto cars still maintain their intact chasis' as with the Getaway cars...however Driver cars do crunch inwards.  The getaway cars windows break on collisions and their engines burn out after so many collisions leaving the car unable to travel further unlike severely damaged Grand Theft auto cars with flaming engines before explosion!  So combining the best of these two games shall produce the ultimate simulators of car collisions and crashes!

When it comes to controling a mafia family...naturally this won't be an easy piece of cake unlike with gangs but the game behind this is still the same!  Eventually you are going to have to kill the current mafia leader...this won't be easy as it would be for the lower level gang leader.  In order to do this...you must have proven yourself and gained such a high level of prestige among the mafia to win over favor of you.  Only until you have their respect can you address assuming command of that family.  Then all you have to do is plan a time and day to kill the leader and do it...and then you are the new mafia leader!  The reason for the take over is simple...the current mafia leader sits on his butt while you are out busting your butt to expand the family's power.  With the Japanese gang the "Yakuza", this task won't be so simple!  The Japanese gang is very strict on tradition and follows in the old Samurai ways...(Not to be stereotypical!).  The Japanese gang won't just allow you to up and kill their leader...you have to fight him in traditional Japanese samurai sword fight!  Luckily by this point you have recieved sword training by the Japanese mafia since you will be required to learn stealth techniques for the later Yakuza missions since their best men are trained like quasi-ninjas.  Your skills will determine your fate and how powerful you will be to your Yakuza soldiers.  The only catch is...how you kill your oponent determines the kind of man that you are.  If you chop off the head, you show boldness and the desire to finish off a weak adversary.  If you stab your oponent, you are viewed as weak and taking any chance to kill your adversary.  This will ultimately determine how secure your place will be as a Yakuza Lord and whether or not you will be challenged for a duel over your position later on.

Now you have made the family as powerful as you have and the family is going to need a leader who can lead them into the future with such power.  You by now have proven yourself worthy of this to the other family members!  Now with them under your control...you get to choose what their outfits are, the kind of cars they will drive around in, and what weapons they will carry!  In this game...every possible weapon you can have from the assault rifle category through the handgun category along with sniper rifles, shotguns, and machine guns.  You can even have hand-to-hand weapons such as brass knuckles, switch blades, chains, metal bats, and etc!  If you work out at the local gym...you can increase your strength which will help in hand-to-hand fights!  Also you could help to improve your running speed and duration if you work on the cardio-vascular work-out machines!
 
Now that you have a mafia/gang under your control...you can start building a business, corporation, mansions for allied mafia/gang leaders, or building an HQ for your allied mafia/gangs...you need to first get a design down.  For an open area that is adequate for your building needs and desires...you will get to choose what type of style the building will be to fit in the space you will be building on.  For mansions you can choose high quality stones, concretes, woods, etc.  For corporations or businesses you can pick concrete.  You can choose to add expensive security like laser triping systems and bullet proof walls/doors/windows rated for as high as assault rifles.  Any other things you would like to add to make your structure more appeasing to the eyes such as exterior and interior decoration, tile or floor designs, light fixtures, ceiling fan fixtures, and chandeliers can be chosen.  You just need a heck of alot of money to afford such things!  Your businesses can be legitimate and this would make the unemployed in Jewel city VERY happy, OR your business can be a front for drugs distribution, a complex car theft ring, or whatever!  You can even run your operations more efficiently by allowing gangs/mafias that are known for such operations to conduct them.  You MUST control these gangs/mafias ofcourse!

As far as missions go in this game...time has an influence on what you choose to do.  If there are two or more missions that you have to complete in the same day...you had better get them done or otherwise they won't be there the next day!  Some missions might run at the same time during the day or conflict with each other by an hour or 30 minute difference.  It is here that you can either find a way to do both or just have to pass up one job for the other job of your choice and preference.  The timer in the game won't follow that of Grand Theft Auto IV:  Vice City though the Vice City time is rather unique and interesting!  Nothing like seeing dawn and dusk over a period of an hour!  However I don't want to copy the game so I won't include that timer set up!  Besides if you save in my game...you DO need to sleep and it makes sense to rest for like 6 hours and there you go...still night time or day time just as you left it!  When you have completed a mission and you want to save, the safe house or place you stay at during the course of the game, a tv will always be on showing the news channel for Jewel City.  The news anchor will report the day's news and mention your work depending on the level and severighty of your job.  Also the missions you have in the game don't follow a STRICT time limit!  So if you end up not completing your intended objective...you can just continue to play the game and eventually you will have another chance to complete it with the future missions to come up!  This is due to the reality that sometimes things don't always go the way we plan and it's sad how this is not the case in the Grand Theft Auto series.  You can play missions and pursue them however you like and not have to worry about time limits for the most part!  A shipment of drugs or a gang lord might leave at a vague time so you SHOULD be there by then but other than that...the mission outcome depends on you!
 
There are side missions in this game!  Now they aren't much like those in Grand Theft Auto but they do allow you to make a name for yourself in Jewel City.  There are the vigilante missions for the police, fire department, hospitals, and taxi businesses in Jewel City.  There are also some for bus services and truck shipment to local stores!  I guess we could also include something for the harbor too as well!  Ofcourse we also have "Terrorism" missions which ofcourse are not very rewarding but do help to make a name for yourself in the city, though it is negative!  You can rack up "terrorism" points by placing bombs on the subway, overhead rail system, local bus routes, taxis, and so on.  You can set these up to either eliminate innocent civilians or to just create chaos with little to no cassualties.  These missions really don't open up any special bonuses...they just help to give the city an identity for you whether it is noble or not.

When firing weapons such as the handgun, sub-machine, assault rifles, machine guns, rocket launchers etc...there will be an automatic lock for your target's as well as the ability to target in first person manual aim.  Unlike vice city...you don't get a square or circle with a dot in the middle...you actually get to look down the barrel of the weapon and target with it's rear and front sights!  Pretty neat huh?!  You can gain access to more "rare" weapons through the Russian and German mafias and the Jewel City military.  Obviously you can get Russian weapons from the Russian mafia and German weapons from the German mafia.  With weapons...you naturally have to buy more ammo once you have run out.  In the game you can find very RARE and more powerful ammunition at an underground dealer's shop where he has alot of armor piercing and teflon coated bullets to help suit your various weapon's tasks lol!  Also he can help set you up with either attachable silencers or built-in silencers for your weapons.  Built-in silencers are better than attachable ones since they don't hinder the performance of your weapons as do attachable ones...however built-in silencers are MORE expensive than attachable ones so this is something to think about!

Once you are "God father" of a mafia or a head gang leader...you can now either send your lackies out to do the dirty work for you...or you can lead in squad-based play and give your lackies orders to either provide cover support, or to cover certain areas, or you can even set up ambushes equipping your guys with whatever weapons you have access to.  This should be real handy for tough missions where you need the extra help!

A wild imaginiation, Elite, I must say. Your description of this game idea mainly, if not only, focuses on the benefits and privledges in which the player will recieve during the game; rather, you should elaborate more on the actual gameplay and objectives (3rd person/over head view, nonlinear surroundings, etc.), as you've already set an intruiging setting (massive chaos, gang rivalry and what not). Perhaps if this idea couldn't stand on it's own, it would be suitable as an expansion for other games, like those of the GTA games and Driver series. My main critique is that you organize, and perhaps categorize, all that you have so far - presenting it in more of a "walkthrough" style, although this would be rather difficult given the numerous and diverse missions. I would like to see more description, as it is extremely nessesary (characer bios, information regarding important or interactive buildings/structures, and a few mission descriptions). Your idea for a game to feature "unlimited" options would be fairly difficult to develope, given the massive amounts of textures and possibilites in order to "design" a HQ or home for your gang/mafia members (sounds like a mix of GTA and The Sims to me). Great attempt, though more description (and limitation) is needed. Keep it up.

well elite you know i followed this idea when it was in the ztgd game project forums. while its not my bag i still think it offers quite a variety of non linear plots,character development,options,adrenaline pumped action,and a very interesting enviorment. if i was a gta-er i'd definetly snag this game when it hit the shelves as quickly as possible.
