I once played a game and it was pretty similar to this idea however it was pretty lame. Want to have a college of your own? Be able to choose the curricullum? Set the fees?
You start with a low rated college where only drop-outs are there. But you need to balance your spending, yet still improving school facilities, employ more staff and more qualified teachers.
You need to organise the subjects that are taught and how there are taught. You can choose between the serious topics like Medicine and Law to dodgy subjects like Magazine Studies etc.
Once in a while the school board would come to you with decisions that you have to make. These decisions will affect the reputation of the school and therefore the profitability as well. Some decisions are like - should there be cheerleaders, non smoking school, etc.
There can be different scenarios where some are money based, other are reputation based, whilst others are to increase number of students.
