I have played a few ocean games and another few involving pirates but none were actually developed into a 3D game or a more complex gameplay.
STORY: You start out as a young boy with huge ambitions and want to travel the world. You set out with your uncle on his merchant ship and went around many cities. One day your uncle died, and the crew pledged their loyalty to you. You suddenly became the captian of the ship. Things start to get bad as no one wanted to trade with you, even with your uncle's name, you were losing business. The only way to survive was to become a pirate ship.
SETTING: You are at a place where there are numerous islands to explore. You ship at first is just a merchant ship and you and your crew carry minimal weapons so you need a base.
GAMEPLAY: You can set up a camp at a suitable island and start you build up your domain. Gathering resources that you need (mainly food and water and possibly weapons) You can start by attacking fishing boats, then bigger merchant boats and even transport ships. Steal their goods and sink them afterwards. Soon after you will meet with ships that have stronger defenses like cannons and fighting crew. You can't sink it without cannons but you can try to board it with your smaller but faster boat. Kill the crew or challenge their captian to a duel. If you win, you can "persuade" his crew to join you or "swim with the fishes". You can decide to take his ship or just take his cannons. When you build up your offenses and fleet, you can even conquer cities.
EXTRA OPTIONS: You can build more buildings at your base like shipyards (build/repair ships), towers (mount cannons on them) etc. In the islands you may find cities that are friendly to you. They may sell you weapons or may buy slaves from you. They may let you hire their mercenaries.
